Will admit I have not read any of it but only replying to this question from an 'American' perspective;

Here in the US, such random 'checkpoints' are typically only for Drunk Driving or specific types of interdiction... i.e. after a big concert or along a well known drug route.

A cop can try to use an 'out of state plate' as reason to search but would need more than just that to have the charge stick with a decent lawyer. Unless the jurisdiction is corrupt... but even that can often get corrected.

I cannot speak for the EU but I would expect most nations would not be explicitly targeting another groups with checkpoints unless they were corrupt or were engaged in open active hostilities.

Of course, I don't know how any of it actually works. And of course Israel may have different laws of the land, but I wanted to try to give a basic perspective of how a lot of people in NA and EU may look at the statement and see a disconnect.

tl;dr- In general, the US, CA, and EU do not allow profiling of citizens and see it as a restriction of freedom of movement.
