Yeah, but what if they're renters and the landlord is supposed to be providing it?

What if they are just incredibly indigent?

Here, our fire services are lumped in with property taxes. It's a separate line. If you're indigent and unable to pay you, get your services now, and if you're behind on your tax bill, you get a lien on your property. Your landlord can't just not pay fire protection because they'll also get a lien and risk a forced sale.

It's a stupid, indefensible system that punishes the poor and renters relying on landlords to do what is right.
