I think this is a symbolic move to put pressure on every party to accept a plan with an end goal of a Palestinian state, aka a two state solution.
Most Western nations of either said, hinted, or implied, that this is the outcome they want. The Netanyahu government, and the Israeli far-right, has said no.
If the western nations want that outcome, then this is the first round of soft power pressure. It doesn’t really do anything beyond symbolism, for now, but I think a lot of Western nations are simply tired of doing the same thing over and over, and see this as the next option.
The idea is not to stop Hamas from being dismantled, but to ensure that at the end, the result will be a two-state solution. They want to establish that now, so that there isn’t a protracted, never ending governmental fight about it after.
It’s kind of like how nations will say a bunch of stuff about tariff retaliation if a trade deal isn’t done, to lay down how the situation will eventually end, during the negotiations, to put pressure on things to move along. Governments do this kind of thing all of the time.
