We already tried cutting Russia off from global markets, the US intentionally went out of its way to leave its citizens to starve until they basically couldn't anymore. Avg gas prices rise to near 7 and a half dollars before we started actually making consecions and opening up the Reserve to the US to use.

The importance of Russia in the global economy isn't their output. But its the fact that they dump really cheap oil on the market, and as a result acts as a countermeasure to the saudi's/Iran wanting to send oil into the sky.

Russia doesn't nuke Kiev because they want to deny access to the oil off the coast of Crimea to the EU. Ontop of that, Ukraine is a powerful asset, even if they partially claim it. Its the breadbasket for grain. It would just increase their lions share of the market even farther.

Nuking Kiev would just mean europe gets involved, and if europe gets their mitts on Ukraine, that basically means russia loses its economics grip over europe for the forseeable future.
