If you don't want OneDrive, don't sign into OneDrive. I don't know why that is difficult? If your Microsoft account got signed into OneDrive during OOBE because you setup the PC with a Microsoft Account, go into onedrive settings and click "unlink this PC". Microsoft is heavy handed in Windows when they push their services, but there isn't anything forcing you to use it.
