Hmm. I guess the term "heavier" is being used here in the colloquial way to refer to the total mass of the oceans increasing, due to it being a major carbon sink. So, yeah, the weight of the CO2 goes into the atmosphere first and presses down on the surface of the earth, but then a shitload of it gets pulled into the ocean, much moreso than what gets pulled into trees or the earth. The ocean rests on a smaller surface area of the earth than does the atmosphere, so it is like a more targeted kind of weight pressing down on specific areas rather than equally globally distributed if the CO2 had all stayed in the air.
