Yes that's exactly it. It always makes me pretty sad that the voters will can be suppressed with political gerrymandering. I'm sure it does affect race often, but I honestly think most Republicans would be fine drawing lines any way that advantages their electoral chances.

I don't think they're always targeting black voters, I think they're targeting poor urban voters. And apparently the fact that it predominantly affects black voters in the state doesn't matter, if we can't prove that was the goal.
