The government isn't *always* better. One need only look towards our crumbling highways.
A lot of municipal water systems got decades behind on required maintenance, because elected officials who raise rates and taxes tend to lose their jobs. Then when it reaches a breaking point, the systems get sold off to private operators.
Then the private operators get to be the bad guy who jacks up the rates (and no doubt take a healthy profit for themselves).
