The reason we ALSO use OER is because 66% of the population owns their home, most in SFHs, and we want to know what it would cost to rent those houses as well.

The reason we don't include home prices is because we don't include appreciating assets in consumption indexes, because you aren't consuming something if it is increasing in value.
