Are there any non-confidential plan documents you could provide to help us understand this plan? I suppose this is possible in a 401k if the money isn't invested and is only in a cash balance (earning a low interest rate) and the matching hasn't kicked in yet due to tenure requirements. It could also be some sort of insurance-based 401k. Either way I hope you're also contributing to a Roth IRA, because this 401k (or possibly a defined benefit plan) doesn't sound great.
