Nothing can be 100% accurate or perfect especially with subjective concepts like utility, but it is wise to at least attempt to include it.

If a computer is twice as fast, but costs 20% more, it's not fair to simply say inflation is 20% when the product you're receiving isn't the same, but far superior.

This is a very good paper on hedonic adjustment (and the answer to my question earlier was roughly 7.5% - so over 90% of products aren't adjusted) and may help answer your questions.
