It's important to remember that the Constitution was written by a bunch of men who were wealthy white landowners, and the rules were all written under the assumption that it was wealthy (almost exclusively white) male landowners who were going to be the ones who voted. It was a homogenous group that the framers assumed would have basic common interests.
We added (rightly, not arguing otherwise) the ability to vote to basically everyone into Amendments, but never revised any of the core structure of the Constitution.
So we still have a Constitution that assumes only wealthy (white male) landowners get to vote, but a voting population that now includes women and everyone who isn't white. We don't have anywhere *near* a unified consensus on what "American values" are, but are still shackled with a system that requires an absurd two-thirds consensus to remove people from *lifetime appointments*.
