It is not normal at all.

A portrait of me without my glasses would be pretty much useless, because I don't really look like me without glasses. It'd be like asking me to wear a wig for the photo.

Plus, a lot of kids already feel self-conscious about their glasses. Telling them to take them off when they were probably told to "look their best" for photo day sure as shit won't help with that.
