Even looking at [overall participation](https://fred.stlouisfed.org/series/CIVPART), it is still higher than when America was "great." One might guess, participation started to rise as women entered the workforce in the 60s and reached its peak around 2002. Then the boomers started retiring. But participation is still strong. We are currently in a correction from the pandemic and rising. It's almost identical to the steady participation rate during the pre-pandemic Trump administration.
