The problem is, as soon as other homeowners know that the FD will put out a fire for them even if they don't pay their share, no one will pay their fire dues. What's more likely when someone poor has lost it all? They'll pay a huge bill because it's the right thing to do or they'll skip town? Fire services really should be part of taxes and they should not be optional. It's unfortunate some municipalities are moving away from this.
