I didn’t say the ADA was bad. In fact, I said there were many things the high school could have done to offer reasonable accomodations and suggested a few.

But with the federal agency I work for, managers don’t act for fear of being sued and get punished (often through additional pseudo-work tasks like mandatory conference calls well after-hours, and reassignment if absolutely necessary) by middle and upper management for not strictly and rigidly enforcing policy, and this agency doesn’t deal with anything safety related or life altering. It’s why I’ve never went into a supervisor role after 10 years and why they have a lot of unfilled supervisor positions—why take on the aggravation when I can take OT, make as much or more than salaried supervisors, and still work less hours than they do. But I digress.
