Full-scale terminator? No. I do think it can happen to some degree, but it would be limited in scope to the battlefield. The problem is the battlefield is expanding, bleeding into daily civilian life.
The physically destructive aspects of it would most likely be restricted to military targets but the sociopolitical aspects of it can be embedded into daily life, influencing society and government legislation/politics in order to obtain as many advantages as possible.
Government entities are already trying to do the latter to win elections, etc. (See Campbridge analytica.) and any military strategists know that winning without fighting is the best policy so the good ones don't want to spill any blood unless they have to.
