Every time I install an update to windows 10 my computer prompts me to upgrade to windows 11, and it takes 3 or more clicks to get past the "offer" without accepting it. My mother in law called me one day because her "desktop had changed" - she didn't even realize she'd accepted the windows 11 upgrade prompt until it had installed.

Less tech savvy users are definitely going to accidentally enable this without realizing it.
