“Mild form of property damage”
You clearly don’t understand the costs involved to clean something like this up if you think this is “mild.” This is historic brickwork. During the last seismic retrofit project at Royce Hall they had to install very expensive offset concrete shear panels just to avoid it. The restoration costs for this are *easily* in the hundreds of thousands of dollars, possibly over $1 million. And that doesn’t include the loss of public use.
This is an extreme level of property damage.
