That is incorrect. Read the history of social security. The conception of the insurance was that being retired and resulting loss of income in and of itself was the insurable event. I'm not debating what someone's opinion is as to what it should be. I am describing the underpinnings of SS when it was implemented. And therefore what the "intent" of SS was. It's fine to want to change it. But we shouldn't confuse that with what SS was designed to be and the philosophical underpinnings of it.

It is at first a little odd to think of old-age or retirement in these same terms. But that is precisely how the early social insurance theorists conceived of retirement, *as producing a loss of income due to cessation of work activity.*
