2000, at the Army Command and General Staff College, I had the opportunity to talk with GEN Shelton, who led the invasion of Haiti. He was in a pre-invasion briefing listening to the plan. Army general stands up - we are going to land here, do this take this target, secure this area, etc, etc, etc; USMC general stands up - we are going to hit the beach here, move here, secure this target, set up a base, etc, etc, etc.
State Department leader doesn't stand up, and is asked " . . . OK, what is your plan for week 2, after everything is secured?". Response: "We are working through our options on that and are formulating some concepts."
3 days before the Intervasion.
Wash, rinse, repeat, Afghanistan, Iraq.
This is what Hilary meant when she said the State Department should be the lead for everything, but they don't have anything to lead with. Crying shame all the congresspeople and senators don't quite understand the the D in DIME is first because it is the most important thing there is.
