The whole thing looks a lot like the almost  quantum algorithm for graph isomorphism problem. If you can go from the state sum| i, v_i>  to sum |v_i> the problem becomes trivial. The index erasure is thought to be exponentially hard quantumly and they tried to glaze over it by tracing over the index which I think will lose them all the quantum properties they need later on.
