It's opt in until w11 ships with it enabled, or an update turns it on "accidentally" as it has happened with many features before.

I don't have w11 no my PC nor will I, but at this point I definitely do not trust MS with these things, and I 100% expect for them to record and take data with it without it's users permissions, and I expect data theft happen (even if it's done at local level) and bad shit happen because of that.

MS doesn't seem to understand shared/public computers exist and a feature like recall is a dangerous thing there. Imagine you log to win11 on a library/college computer, or a friends laptop or whatever for a few minutes, and you can see what recall stored from other people's, maybe they bought something on amazon and you can see their personal data, and credit card info, maybe they were watching not so savory content online. So many bad things can happen that just the premise of it alone is already a red flag for me, and why do we even need that to begin with.
