I'm no expert on the subject, but the FBI changed their crime reporting system, and many law enforcement agencies are not certified in the new system, which has led to the underreporting of crimes. Big cities like NY, LA, Chicago, and New Orleans have not reporting any. That's not to say crime is up, but I don't think we can really say either way what's going on definitively.
