Things could change anytime, and the reality is they are a small country surrounded by much larger hostile powers. Using nukes would be the last resort if everything else failed, and would mean that isolation has indeed taken a toll.
Even if they manage to keep defeating their enemies in the field, lives would be lost and the economy would suffer in an event of a war. In fact, even without a war, losing their best and most reliable trading partners (i.e. EU and US) would impose a heavy burden. It's not only about pure survival, but also about the well-being of their people.
Not sure what pivoting to Russia would achieve, considering their economy is weak and their military industry is busy enough dealing with the Ukraine conflict.
