The PA is able to play good cop bad cop with Hamas, Islamic Jihad, etc. They get to "keep their hands clean" as the official government of the Palestinians all the while abdicating the most basic duty of a government, that is, exercising a monopoly over the use of force. The PA makes little to no effort to prevent terrorists attacks and in doing so is simply outsourcing the "nasty shit" while giving themselves plausible deniability.
