Yes, the USA would and could not change its naval operational security procedures to appease NZ. Declaring to the world which ship did or did not carry nuclear weapons was a valuable piece of information, not to be shared willy nilly. Therefore, the USN ships were effectively banned.

It appears to me that NZ wanted to keep all of the benefits of the alliance with the USA while sharing none of the risks.
