Programming, fine tuning and testing models can be done pretty easily with a pc connected to the internet. I think this person is suggesting you pay for compute on the cloud, but do the programming work yourself. Just a note, you'd need a much beefier pc than what you'll get for $700 do train and test in decent time, not to mention the electricity bill of leaving a tower on 24/7. I'd look at energy prices, search google for specs people use to train models, and look at the cost of training using cloud compute. One may be vastly cheaper than the other depending on a lot of factors, including your use case.

You can roughly calculate the energy cost by assessing the power consumption of the parts you intend to buy, see how much that would become over 24 hours. Depending on how much training you do, you might be leaving it on overnight a lot.

Then just search tutorials on training models on the cloud, and see what kinds of costs people are paying for different size models.
