Ok, so unrealized gains are at the core of the issue with that number. But isn't the tax in question on annual earnings? As in people who are reporting > 1m in income (assumed from salary). Not 0. I don't think these are the same thing. So people who would be paying this tax would pay (state tax + 4%) + fed tax + capital gains (assuming they sell assets at eoy). The sum of those rates encroaches on or can exceed 50%. No?
