There's only one place where AVs are better than humans: a special access superhighway built after 1955. 880, 280, 580, 5, 10 and 15 can all readily take AVs of all sizes but not 101 or 99. Only two bay area bridges (580 and 80) can take them as others either use slower designs, depreciated road designs or have bad, stupid freeway junctions leading into them that are known to confuse AVs (particularly Tesla Autopilot). It's unreasonable to mandate it on city streets but most people can't handle freeway driving.
