If you're just buying or selling crypto, the bill doesn't say you need to register yourself (but it's a step in that direction). The new bill is all about making sure the companies that run the exchanges, brokerages, and other crypto services have to be legit and play by the rules.

*Other things I found interesting:*

SEC and CFTC have 1 year to find a way to implement.

If you are selling crypto you created, than there are more regulations involved if it's considered restrictive (IE: placing limits on transfers or resales).

If you are part of a crypto launch than you can't sell for 12 months.

If you create cryptocurrency, than you have to disclose information about like the underlying technology and risks. Also there are some anti-money laundering regulations as well.

I think this protects consumers, but I also think it prevents memecoins from launching - which many ended up having evolving use-cases despite a rugged launch.
