So really gaining 10-20 billion over a decade is greater than losing a billion over a decade.
When wealth leaves it leaves lots of assets for others to buy. It actually brings down inflation at least in housing. It isn't all that bad really.
If wealth is gonna leave, other people are gonna take that spot. The markets in these places are too big to really be hit by too many high earners leaving. It is not even a concern.
Wealth that bails from a place over not that much more in taxes, who cares if they leave?

They can't pay 4% more over a million? Probably not the best people and might be better if they leave.
Wealth taxes actually work because of the take size and most wealth will turn to investment and other uses of their money to lower their tax bill. Wealth taxes are the best form of stimulus there is really, immediate results with investment over paying taxes. Either way it is a win.
