It's different in the USA. Not saying this is right at all, but many times there is less liability if the police shoot the person rather than negotiate or try to verbally or physically de-escalate, even for mentally ill people.

If the police try to verbally de-escalate, there is a chance that the person will not listen, then attack the police with a knife, or (even worse) pull out a gun and shoot. The police could be injured or die, which would lead to the LAPD getting sued. The person is in a mental health crisis after all, and could be very unpredictable or impulsive, or even on drugs

If the police try to physically de-escalate by restraining the person, there is a real chance they will get stabbed. Or the person will grab the police's gun and shoot. Or the person will fall to the ground, and stab themselves with the knife by accident. Either way, this could lead to serious injury or death to both the police, and the mentally ill person, which will result in the LAPD getting sued again.

If the police shoot the person after verbal de-escalation fails, then the police can claim that they shot in self-defense, and justify use of deadly force. Crisis fixed, police wasnt injured. Body cam video will show a person refusing to put down a deadly weapon when instructed, who ended up getting shot. Courts will side with the police. Problem solved.
