Means testing is a bad idea because you end up paying people to not work. Government programs work best if they are offered to everyone. For social security it’s a bit different since it’s usually paid out to retired folks but essentially creates a game where you try to stay under whatever means threshold you set and you effectively have people retiring earlier than they normally would (ie we are back to paying people to not work)
