I work for government, and while migrating to linux (or Mac OS, where appropriate) would be an absolute gong-show for at least 2-3 years as everyone relearns everything, has to find new software tools, migrates all their Access databases and so on... I do think it would be best for the long-term prospects of national and personal security (the govt doesn't just classify documents to protect themselves, but to protect people they have data on).
