Mercenary companies make a horrible cannon fodder for the meatgrinder, as they are usually more valuable than conscripts. We know nothing about how they will integrate these criminals into their ranks. If they distribute them into many different branches and units, it could be much different. Unless of course the integration of convicts into consripts doesnt prove difficult. But if they make special convicts units, it could quickly end up being the same as Russia's program.
They didnt raise anyone yet. They made a preliminary survey. Thats not where the "actually entirely voluntary" part happens. That comes later. Also, Ukraine is one of the most corrupt country in Europe. We talked about undesirables. While being gay is legal in Ukraine, they have no lack of their own undesirables.
It might be better and it probably will than Russia's program (the standard is really low), but judging it now, while its in the talks of being implemented, not later, when its potentially being abused, is silly. Either silly or a part of propaganda.
