You can propose this as a project, I wouldn't try to pass off complete bullshit, after all if whatever you are doing doesn't work at some point, you are going to get questions. Even if you aren't super familiar with how the work is done, you can actually drive the project to a point where you can assess whether it is worth doing. You can hire someone who is an expert on the issue if that comes to pass.
