Russia, of course, not being a signatory has already informed the UN Secretary General that they no longer intend to become states parties and, as such, have no legal obligations arising from their signature of the Statute.
How can the arrest warrant be justified if the court does not have jurisdiction over non-signatories? What warrants as a justification? How is a justification for a warrant not an admission that the court can go after non-signatories?
How would the court declining to charge Putin be "unjustified" if the opposite were true? It seems like you're just splitting hairs because the exact language wasn't what you wanted.
