OK, so lets say they pass a law making ownership illegal. Will that stop people from getting it? Sure maybe some people, but others will get it from other sources, just like what has happened in China and other countries where it was banned.

If the US bans it, that won't stop the rest of the world, it just slow down the prosperity of the American people, and government. It won't stop Bitcoin from creating new blocks, it wont stop the rest of the world from accumulating. The rest of the world will move on while America falls behind. The US government can only influence Bitcoin in the short term, but Bitcoin will outlast Nations. The way it was created, it will be here for as long as humanity has interconnected computers.
