Totally agree that unrealized gains should be all one definition, the correct one being that a gain that isn't realized isn't a part of net worth or could be used as collateral in a loan.

However, if I'm not mistaken I think banks that take unrealized gains as collateral are just creating potential risk for themselves and if that unrealized gain becomes an unrealized loss, doesn't that just poke a hole in themselves and cause them to fail as a business? It's technically a private entity choosing to lend with their own criteria, but since the govt does provide the FDIC to all banks, they shouldn't be allowed to lend on a risk that could jeopardize taxpayer dollars because of poor lending practice
