That's how I feel about it. And, keep in mind, the detection satellites have only a very narrow window of view, something like 5 degrees, so they have to be focused over a very narrow area. Submarines, that's a different story. It stands to reason that every boomer is tracked by US Navy attack subs. But, what if... one gets though the net and launches? There are some super quiet subs out there. We'd never know that we missed it. And the other problem I see, how do you identify the country of origin of said sub? Who do you retaliate against? You can only find out after the fact the origin of the fissile materials. In general, I do not feel that NK represents a danger, they do not have a 2nd strike capability. And China has a no first strike policy. That leaves Russia. And in that case, any anti-missile defenses would be futile.
