Shortly after the fall of the USSR, the military downsized massively, but since 9/11 we've been a lot closer to Cold War operations, and that SOP hold true.
Like others have said, its one thing to talk about Iraq or Desert Storm. But nobody has seen in recent memory what a US wartime response against a top-tier threat nation looks like. Our power projection capacity, and capacity for rapid deployment in the face of an emergency, is insane.
