He said the same thing about attacking other countries. He would ask utterly brain-dead things like, "Can't we just paint the planes to look like they belong to another country?"

Stupid people simply cannot grasp that smart people exist. If he comes up with a simple plot like that, and it would fool him, he thinks it would fool everyone else too. This also explains why he thought he could get away with keeping the documents. He didn't (and likely still doesn't) understand how carefully tracked all that shit is, and how they're going to know if you've still got it. He thought if he just lied and got his lawyers to lie, they wouldn't keep asking for them.
