In the last 100 years the S&P 500 has moved sideways for periods of at least 17 years three times (1929-47, 1966-82, and 2000-17)). That's 51 years out of 100. Today could be the start of another long term sideways/down period, or next year might be, or not. It's all about managing risk across periods of time. If you have a lot of time (you are young and don't need the money for some time) then you can allocate a larger portion to stocks (aka "all in") and, historically, that would work.
