Yeah, but didn't the US kind of have to? Ukraine and the other SSRs were armed with huge stockpiles of Soviet weapons, but there was now no more Soviet Union to keep track of it all. The 1990s were a very bad time for the ex-Soviet republics, so I think the US legitimately feared that weapons like nukes could easily fall in the wrong hands, considering that the Soviet resources to maintain that stockpile was now gone and there was obvious incentive to sell the weapons.
