I really don't understand why the PA and Hamas want to be recognized as states.

States have various standards and rules that they are expected to follow. One of those is to not actively attack other states without some sort of cause.

If Cuba or Vietnam launched rockets that hit the US or China respectively (nations chosen because of proximity, bad relations and two opposed superpowers) then maybe after the first one there would be a small response.

The US might hit the Cuban launch sites and factories if there were no deaths. I wouldn't count on Chinese to be as restrained.

But after the 5th launch or so there would be an actual response. The aggressed upon nation would claim the right to self defense and the world would generally understand.

I don't want the Chinese to invade Vietnam. But if the Vietnamese are launching rockets over the border then that's kinda on them...
