This was done before Joe was even VP. As another user pointed out:

1. Public Service Loan Forgiveness (PSLF) was created by Congress in 2007 with the College Cost Reduction and Access Act. 2. All federal loans are subject to forgiveness if the borrower works for a PSLF-eligible employer for 10 years while making payments. Again, this was Congress’ decision, not Biden’s. 3. PSLF was an **unmitigated disaster** under Trump’s Department of Education. Most borrowers who upheld their end of the contract (doing 10 years of PSLF work) did not have their loans forgiven. 4. **Failing to cancel these loans is a breach of the loan terms by the Department of Education.**

So yeah, Biden is being duplicitous by making it seem like these cancellations are part of his broader student loan cancellation effort. In reality, he’s just making the DoEd clean up the dumpster fire that Trump’s DoEd created.
