Yes, generally, but it takes a long time. The US government scattered hundreds of millions of tiny copper wire debris in LEO in 1961. It was called Project West Ford. A lot of the debris remains in orbit today. In fact, it is neat (in a self destructive kind of way because you can actually see the manmade ring around the planet if you check out space junk trackers. Edit: as for why we did that, the answer is simple. Radio communication. The copper wires are so numerous and eventually scattered so evenly that it effectively formed a giant antenna, increasing radio communication capabilities.
