I think you’re forgetting that without first hiring voice actors, they didn’t _have_ a a voice model. Paying a very large amount of money for a famous actor to produce training data before they had actually proven out and refined their technology wouldn’t make very much sense. Hiring non-famous but competent actors for the initial version, on the other hand, probably cost a fairly irrelevant amount of money.
