No the Iraqi estimate was 10 k deaths which is a minimisation. Ive seen other estimates being up to 40k civilians killed. Gaza has way more people concentrated so combine that with Hamas human shield tactics and attempt to maximise civilian deaths. The soldier to civilian ratio is about the same for both at 1:3 or 1:4.

So no its not special. Friendly reminder if a zone is used by a military it is no longer a civilian area, and thus not a warcrime to strike.
